ABSTRACT

The study investigated the role of family support programme in promoting small scale business in rural area. A case study of Langtang North. Survey research design was adopted for the study, the population comprises all the small scale business owners in langtnag north. Simple random sampling techniques was use for the study to select 100 respondents. Questionnaire was adopted as the instrument for data collection, the respondent Bio-data was analyzed using simple percentage while the analysis of research questions was carried out using mean score. The findings revealed that reluctance of family institutions to grant loans to small-scale enterprises because of their high rate of bankruptcy in Langtang-north, mismanagement and low financial planning of small-scale enterprises impedes their success in accessing credit facilities, The study recommend among others that Government and other financial institutions operating in Plateau State should make credit facilities available to all categories of small scale enterprise and should ensure adequate monitoring of how the small scale enterprise account for their funds, Government policies should be made to favour and protect small scale enterprises in order to weird off competitions from larger businesses

 

 

 

 

 

CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

This work is centred on the role of family support Programme in promoting small scale business in Langtang North Local Government area. Before the initiation of family support Programme the former head of state president Ibrahim Babangida.

     The inaccessible rural area had to be reached and made attractively habitable to curb the ever increasing rural urban migration. The Programme was evolved as one of the vehicles for addressing the social problems referred to by the president. Indeed two factors that necessitated the programme were the elevation of woman hood and promotion of rural development.

Small scale businesses played a vital role in the growth and economic development of any Nation, especially developing country like Nigeria. Small scale business have been advised by Ayozie and Latinwo,(2010), Safiriyu and Njogo, (2012) to encourage entrepreneurship. As explained by Muritala, Awolaja and Yusuf (2012) there is the greater likelihood that small scale business will utilize labour-intensive technologies thereby reducing unemployment particularly in developing countries and thus have an immediate impact on employment generation and poverty alleviation. The problems bedeviling the Small scale business in Nigeria are multi-faceted. Ekpenyong

(2017) identified inadequate capital, managerial inefficiency and inaccessible credit facilities from formal financial institution among others as key problems. Long term development institutional credit was known not to be available to small scale business because they are generally considered high credit risks by financial institutions.

The Central Bank of Nigeria (2008) defined small-scale businesses as those businesses whose annual turnover was not more than N500, 000. The Federal Government of Nigeria (2018) defined small-scale businesses for purposes of commercial bank loans as those with an annual turnover not exceeding N500, 000, and for Merchant Bank Loans, with capital investments not exceeding 2 million naira (excluding cost of land) or a maximum of N 5 million. The National Economic Reconstruction Fund, NERFUND (2003) put the ceiling for small-scale industries at N10 million. While the Central Bank of Nigeria (2004) agreed with the definition given by Small and Medium Industries and Equity Investment Scheme, SMIEIS (2004) on SSEs as any enterprise with a maximum asset base of less than N50 million (equivalent of about $0.43 million) excluding land and working capital, and with the number of staff employed not less than 10 (otherwise will be a cottage or micro-enterprise).

The establishment of the national programme for women saddled with responsibility of seeing that the programme was implement at all level especially at a grassroots level. Mrs. Marya Babangida worked toward seeing the smooth take off and soft did this by way of incentives like granting of soft loans distribution of home management materials farm input like tractor and fertilizer and encouragement of frequent of workshops and seminar to enlighten and educate women on their health and political rights.

2008 is a marked year in the history of Nigeria as it was the year that the brain child for the uplifment of the family support programme for rural women was born by Mrs. Marya Babangida with a great sense of humility. She centred her course of the family support of the rural women, primary on socio-economics and political development for which lendable plane were mapped out. The issues of the equal rights of a woman full participation of women in all spheres of life should not be emphasized. They are necessary for the full and complete development country’s welfare of the world, and the cause of peace.

            Articles 2 of UN general assembly, December 10, 2008 states that everyone is entitle to all their right and freedom as set in the declaration without distinction of any kind such as race or colour, set, language, religion, political, or other status, furthermore, the activities covered by woman with co-operative societies are worthy

            According to clerk (2009) maintained that the small scale business are based mainly on raw materials and are geared towards local markets.

            In this manner there were bequeathed with skills in areas of life but they cannot utilized it such as:

  4. Groundnut processing
  5. Poultry
  6. Trading and multi-purpose grain Milling.
  7. Shoes maker

1.2 Statement of the Problem

A lot of people have always been doubtful as a whether the family support programme has any clear cut objects and if so, how achievable are these objective.  Small scale businesses are very important in any society but the rate of failure of such business in Langtang-north LGA, in Nigeria particularly is becoming a matter of serious concern. Experiences have showed that the poor attitude of the family to offer assistance for the small scale business have reduced the chances of survival of some of the businesses. The inability of businesses to implement the financial policies just as experiences have shown, might have contributed to failure of most businesses in Langtang-north. That is, greater numbers of people who enter into business operation in Langtang-north local government area of Nigeria every year fail, rather than succeed. Above all, the poor marketing strategies of most small scale businesses just as experience can show may not have helped matters. It is in view of this problem that this research work is conducted.

What are the benefits of participating in the activities of the programme in relation to small scale businesses?

1.3 Objective of the Study

The researcher intended to assess the history, structure of small scale businesses. Important of small scale business role of small scale business and problems of small scale business.

            To investigate the techniques employed by the programmes to encourage production and agricultural input for small scale businesses. Through this programme one may be in a better position to determined whether it measure are beneficial and should be encourage or problematic and should therefore properly scrutinized.

            The study also aims at helping anybody whether individuals or groups who wish to carry over from where this study stops are regard to the study of the scale business. The study is carried out because of the researcher hope that after it completion it may help people to know whether the family support programme has made any effort in promoting business and result of that efforts.

1.4 Research Questions

  2. Does family support programme assist in the processing and subsequence markets of agricultural and local products?
  3. How does the programme disseminate information to the traders and farmers on latest development in the country?

1.5 Significance of the Study

            The programme is aims at promoting micro-enterprise at the grass-roots and up lifting the socio-economic lives of rural women and indeed the rural communities.

            The programme stimulate women entrepreneurship such as disbursement of soft loans to rural women to set-up retail or small scale businesses, the formation of women co-operative societies. This research work seek to gather fact on how the rural women embraced the programme and the effect of it on their business lives and the rural communities at large. The researcher also intend to find out the extent to which the programme has helped developed small scale business. In rural areas especially in Langtang-north local government council.

1.6 Scope of the Study

The scope of this study focus on family support programme in promoting small scale business in rural area of Langtang-north with the view of getting the respondents measurable for the purpose generalization, Dadur, Zamko, Pil-gani, Pajat, Mindim, Tabbat,Shishiri, Lazhang, Palam, and Zangzat.

 

 

1.7 Limitation of the Study

            A research work hardly by completed without constraints especially, where there is inadequate material or information and inaccurate statistical data, the scarcity of the related literature material for the reviewing of the literature in this research work was serious limitation to most research work. The basic challenge encountered at the data collection of this study are, time factor and financial limitation to the study.

Support: simply mean to help or encourage somebody by showing that you agree with it.

Programme: is a plan of something that will be done or include in the development of something

Promoting: is the process of helping in selling a product

Small Scale: simply means not large in size or extent

Business: is the activity of buying, selling or supplying of goods and services that can satisfy human need.

Rural Area: is an area or place that is not yet developed.
